Incorrect! The tower will only shoot back if a player falls in the category of one of the defense settings. If Attack on aggression isn't ticked you can sit there all day (so long as the other options don't cause the tower to shoot back).
I've had mixed (and inconsistent) results with this playing around quite a bit on the test server. Specifically, I've noticed that people in the same corporation as the tower seem to get a little more tolerance.
I've had a very hard time getting the "attack on aggression" to shoot members of the same corp as the tower who attack each other near the tower. I've also had situations where "attack on aggression" was unchecked, and I was able to attack a tower structure for several minutes with a player in the same corp without the pos targeting me. I then checked the attack on aggression while I was shooting and nothing changed. Then I switched targets to a new structure, attacked, and only that one structure returned fire on me. I targeted a third structure, attacked it, and it started firing on me too. I then sat there outside the pos with only the 2 specific structures I attacked firing back at me. Kind of weird. I warped out then back in, and everything engaged.
I have also been 100% unable to get the "attack if standing less than 10.0" and "attack if security status less than 10.0" to work against players in the POS corporation.
I've also had the tower 100% return fire on anyone who attacked the control tower itself, regardless of defense settings (even with everything unchecked and no aggro flags) or if the player is in the same corporation as the POS.
Also a tip to anyone who hangs out around a 0.4 sec pos; As 0.4 POS are limited to "high sec" mechanics, there is no "Attack if standing less than xxx" setting so the pos will almost definitely be set to attack on aggression. Watch out!
This all being said, it's nice of you to write this up, but there is the Knowledge Base Article on Starbase Defense that's linked in the GM sticky post in this forum. That's about as official as you'll get around here.
